Iolan Cornel Owens, 40, is one of two suspects accused of shooting a cow in rural Neosho County.

The Neosho County Sheriff’s Department fielded the call on March 25 of shots fired from a vehicle about seven miles east-northeast of Chanute, near the intersection of Lyon and 230th roads.

The Kansas Highway Patrol later spotted the same vehicle on K-47 Highway in Wilson County.

Charges of criminal discharge of a firearm, criminal damage to property and animal cruelty charges against Owens, 40, and Andrea Kelley, 36, Independence, have been requested through the Neosho County attorney’s office, deputies said.
