After deliberating less than an hour Thursday morning, jurors told District Judge A.J. Wachter that Allen County Undersheriff Bryan Murphy had probable cause to arrest Billy Dean Haas, rural LaHarpe, on Sept. 23, 2008, for disorderly conduct and obstruction of the legal process.
